Themis Install
From completed job to certificate, with the evidence trail intact.
Head-office portal, installer app, and auditor workspace for aggregators and certificate providers under state and federal energy savings and emissions schemes. Built so certificates are created on evidence captured correctly the first time, not reconstructed after the fact.
The platform
Compliance and workforce, on one system.
Themis Install is the compliance and workforce system aggregators and certificate providers use to run scheme work end to end: from job allocation and field capture through audit, certificate creation and submission.
What it does
Four jobs. One evidence trail.
Built for Accredited Certificate Providers, Authorised Persons, and Registered Agents who are responsible for scheme compliance, certificate creation, and the auditability of the installer networks they work with.
01
Installation compliance
Guides site assessment and installation so scheme requirements are met as the work happens. The right evidence is collected and its integrity is preserved, with in-context instructions for each control. Declarations, assignments, and certifications are executed electronically. Building-commission artefacts such as CCEW and certificates of compliance are created in-system, alongside compliant quotes, invoices, handover documents, and mandatory fact sheets.
02
Auditability
Evidence captured in the field is available to the installer's internal audit and compliance functions, with queries handled inside the closed system. The same evidence is then available to certificate providers and their external auditors through portals built for them, so remediations stay in-band and the audit file is the job file.
03
Data processing integrity
Carbon abatement and demand-shift calculations are controlled in software: climate-zone models, certified device lists, building types, and installation configurations are applied so user inputs stay minimal and constrained. Change control, versioning, rule compatibility, and calculation simulation protect processing integrity. Exports and APIs deliver installation, calculation, and product data in the format regulators and registries expect.
04
Fraud prevention
Field capture is controlled against image reuse, synthetic imagery, and window-dressed installations. The same evidence is presented to every party in the process, with provenance provable at each stage and contained within system boundaries. Vision assist reads product identity from devices where it helps, so auditor attention goes to judgement rather than reconstructing what should already be true.
Who it's for
Built for the people on the hook for the certificate.
Accredited Certificate Providers (NSW), Authorised Persons (Victoria), Registered Agents (Commonwealth) and the compliance owners who answer for installer networks, scheme submissions, and audit outcomes.
- Aggregator and certificate-provider head office
- Internal audit and compliance teams
- Field installers and agents
- External auditors reviewing the same evidence trail
Design principle
The audit is not the last step. It is the design constraint.
Scheme exposure is asymmetric: a certificate built on weak evidence can be clawed back years later. So the system refuses the shortcut: mandatory fields at capture, checks before submission, and no silent edits. Every change carries an author and a reason.

Where a client also runs TAMMY, work completed in Themis Install can update the asset it touched, so the capital view reflects what was actually replaced, not only what was scheduled.
